Although the ‘West has done much to help coordinate environmental cleanup efforts in Central and Eastern Europe, it has provided relatively little funding. Western aid is often prompted by priorities other than maximum benefit to the region’s environment, and some is simply wasted on redundant ‘expert’ studies.
