ONE OF THE WEIGHTIest problems attending the transition of the former socialist countries to market democracy is the future of their comprehensive welfare systems. The physical security those systems guaranteed was constantly stressed by the communist regimes as being more valuable and humane than those less-tangible rights and freedoms the Western nations emphasized in the ideological competition of the Cold War.
