Quick Pace Leaves Some Struggling

In 2002, Estonia achieved its two biggest goals when it secured invitations to join the European Union and NATO. Along with continued macroeconomic growth, these milestones were further evidence of Estonia’s commitment to full European integration. But there were also rumblings of concern over emerging social problems, and a growing sense that as the country rushes into the future, some people are being left behind.
