ROMANIAN PRESS COVERage of basic treaty negotiations between Hungary and Romania in March devoted much attention to a Council of Europe document on the status of minorities, which called for expanding certain minority rights. Hungary wanted the council’s Recommendation 1201 mentioned in the treaty, and the debate that ensued in Romania inundated all levels of society, from the top levels of government to the average citizen.
