As international agencies continued to reduce their role in Bosnia and Herzegovina, the country took on more responsibility in 2002, with varying results. The economy slipped, but elections succeeded and, judging by the number of displaced Bosnians who returned home, the attempt to create a multi-ethnic society seemed to be working.
