Azerbaijan again enjoyed turbo-charged growth, but an over-reliance on oil and gas removed any sense of dynamism. The sense of unresolved business lingered over domestic politics, relations with Caspian states, and over the question of Nagorno-Karabakh. Only in relations with the United States was there a sense of real progress.
