Poverty and inequality have increased to staggering levels in post-Soviet countries, making the mending of the increasingly porous Soviet-era social safety nets a priority. But should they be mended at all? Is the post-Soviet state simply too corrupt and inefficient to be entrusted with fresh funds? Or is it the lesser of evils in comparison with the new private sector?
