Although Albania got off to a good start in 2003 with the opening of membership talks with the European Union, the ruling Socialist-led government was quickly bogged down in all-too-typical squabbles, virtually ignoring the ever-worsening levels of corruption and organized crime that threaten the very fabric of society.
